T-Mobile Russia VPN blocking survey: protocol survival matrix and bypass options

TL;DR


1. Context you need first

T-Mobile Russia (Т-Мобайл) is an MVNO — a mobile virtual network operator that leases radio access and core infrastructure from base carriers (primarily Tele2, partly MTS). T-Mobile itself does not run DPI or its own TSPU; by law it is required to relay traffic through the TSPU (Technical Counter-Threat Means — Технические средства противодействия угрозам) installed at the base operator. Consequence: blocking rules on T-Mobile are identical to Tele2’s and broadly equivalent to MTS, MegaFon, Beeline, Yota. Any “T-Mobile-specific” anomaly is a function of (a) the base carrier’s regional node, (b) the region, and (c) the current TSPU/DPI firmware version.

Three layers of censorship are active in the Russian mobile network as of mid-2026:

  1. TSPU + DPI — signature analysis, behavioural heuristics, header inspection, TLS-handshake fingerprinting.
  2. IP / subnet blocking — Roskomnadzor (RKН) maintains a registry of known VPN endpoint addresses; ranges are added in waves.
  3. “Whitelists” — officially confirmed by the Ministry of Digital Development in September 2025, applied in mobile networks during regional security events (notably UAV-threat periods). The TSPU passes traffic only to a curated set of “allowed” domains and IPs. In whitelist mode no VPN works — the client cannot reach its server at all.

5. Recommendation

For minimum effort: install AmneziaVPN (free or Premium) and use AmneziaWG 2.0 (default) or XRay VLESS Reality (alternative in the same client). The app deploys the protocol on your own VPS in one click; server bootstrap takes ~5 minutes (you need IP, SSH login, password for a foreign VPS).

For maximum resilience: hand-roll XRay VLESS Reality on a foreign VPS (setup guide in the Amnezia Habr article — see sources). This is the same technology that bypasses the Great Firewall of China.
