T-Mobile Russia VPN blocking survey: protocol survival matrix and bypass options
Survey as of 2026-07-28. T-Mobile Russia is an MVNO on Tele2’s infrastructure; blocking rules match Tele2 and broadly match MTS, MegaFon, Beeline, Yota. Sources — Amnezia (primary), Amnezia’s Habr blog (primary), DTF (secondary), SecurityLab (secondary); ntc.party unreachable from this network.
TL;DR
- Three layers of mobile-traffic censorship are active in Russia right now: TSPU + DPI, IP/subnet blocks from Roskomnadzor’s registry, and “whitelists” (officially confirmed by the Ministry of Digital Development in September 2025). In whitelist mode no VPN works.
- On T-Mobile (and across Tele2/MTS/MegaFon/Beeline/Yota) by late July 2026 these are reliably blocked: OpenVPN, WireGuard, IKEv2/IPSec, legacy Shadowsocks, L2TP/IPSec, PPTP, commercial VPN apps (Nord/Express/Proton), and older AmneziaWG 1.0/1.5.
- These still work: XRay VLESS+Reality and AmneziaWG 2.0 (new, passed DPI tests at release). With caveats — Shadowsocks-2022 with obfuscation plugins and OpenVPN+Cloak (the latter drains battery fast on mobile).
- Lowest effort: AmneziaVPN with AmneziaWG 2.0 (or XRay VLESS Reality) on your own foreign VPS. Maximum resilience: hand-rolled XRay VLESS Reality on a VPS. For site-unblock without a VPN tunnel — GoodbyeDPI / ByeByeDPI / Zapret.
1. Context you need first
T-Mobile Russia (Т-Мобайл) is an MVNO — a mobile virtual network operator that leases radio access and core infrastructure from base carriers (primarily Tele2, partly MTS). T-Mobile itself does not run DPI or its own TSPU; by law it is required to relay traffic through the TSPU (Technical Counter-Threat Means — Технические средства противодействия угрозам) installed at the base operator. Consequence: blocking rules on T-Mobile are identical to Tele2’s and broadly equivalent to MTS, MegaFon, Beeline, Yota. Any “T-Mobile-specific” anomaly is a function of (a) the base carrier’s regional node, (b) the region, and (c) the current TSPU/DPI firmware version.
Three layers of censorship are active in the Russian mobile network as of mid-2026:
- TSPU + DPI — signature analysis, behavioural heuristics, header inspection, TLS-handshake fingerprinting.
- IP / subnet blocking — Roskomnadzor (RKН) maintains a registry of known VPN endpoint addresses; ranges are added in waves.
- “Whitelists” — officially confirmed by the Ministry of Digital Development in September 2025, applied in mobile networks during regional security events (notably UAV-threat periods). The TSPU passes traffic only to a curated set of “allowed” domains and IPs. In whitelist mode no VPN works — the client cannot reach its server at all.
2. Blocked protocols on T-Mobile (verified late July 2026)
2.1 OpenVPN
- Blocked by DPI signature since 2023; mass blocking sustained through 2024–2026 across all Russian mobile carriers including T-Mobile.
- Both TCP and UDP modes are recognised at handshake.
- Status: not working.
2.2 WireGuard
- Mass signature-based blocking since August 2024. By end of 2024 WireGuard was unreachable for ~20% of Russian users; on T-Mobile/Tele2 the success rate is effectively zero.
- DPI identifies WireGuard from characteristic UDP packet sizes and timing.
- Status: not working on mobile. May still work on Wi-Fi depending on the wired ISP.
2.3 IKEv2 / IPSec
- Signature-blocked since 2023 on fixed UDP ports 500/4500.
- Was popular on iOS for stability; now dead.
- Status: not working.
2.4 Shadowsocks (legacy / SS-2017)
- Blocked on mobile since October 2024. Outline and standard SS servers cannot connect on T-Mobile/Tele2.
- Status: not working on mobile.
2.5 L2TP/IPSec, PPTP
- Long-blocked, outdated protocols.
- Status: not working.
2.6 Commercial VPN apps (NordVPN, ExpressVPN, Proton, etc.)
- Known commercial endpoint IPs are in the Roskomnadzor registry; rolling IP/subnet waves since 2022.
- Apps removed from the Russian App Store segment since July 2024.
- Direct payment with Russian cards is no longer possible for most providers.
- Status: not working or extremely unstable.
2.7 AmneziaWG 1.0 / 1.5 (legacy versions)
- In July 2025 Amnezia publicly reported that Roskomnadzor gained signature-detection capability for older AmneziaWG versions — applied per-provider and per-region.
- On T-Mobile/Tele2 in several regions already detected.
- Status: partially blocked, region-dependent.
3. Protocols that work on T-Mobile (verified late July 2026)
3.1 XRay VLESS + Reality (primary recommendation)
- Masquerades traffic as a normal TLS connection to a legitimate site (e.g. google.com); DPI sees an ordinary HTTPS request.
- Resistant to active probing: if a censor connects to the server directly, the server “shows” them the legitimate site with a genuine TLS certificate.
- Standard circumvention choice for the Great Firewall of China and Iran’s national filter.
- Setup cost: own foreign VPS (Hetzner, DigitalOcean, Oracle Cloud free tier, etc.) plus a client (Nekoray / Nekobox / Hiddify, or AmneziaVPN’s built-in support).
- Status: working in all non-whitelist conditions.
3.2 AmneziaWG 2.0 (released 2026)
- Released in 2026 by Amnezia VPN; mimics DNS queries, QUIC connections, and SIP traffic.
- Random padding on every packet, randomised header from a wide range.
- Per Amnezia, passed DPI tests at release; deployed in AmneziaVPN 4.8.12.9+.
- Status: working, but new — must be validated per region. Some regions of T-Mobile may have already shipped DPI updates that catch the first wave; expect updates.
3.3 OpenVPN + Cloak
- Cloak wraps OpenVPN into a plugin that masks traffic as legitimate HTTPS to a real site (with active-probing defence).
- Works, but high battery drain on mobile devices.
- One-click setup via AmneziaVPN.
- Status: working, but suboptimal as a mobile protocol.
3.4 Shadowsocks-2022 with obfuscation plugins (xtls, tls fragment)
- Do not confuse with the blocked SS-2017. Newer SS-2022 with obfuscation plugins is detected less reliably, but DPI evolves.
- Status: working for some users, unstable.
3.5 GoodbyeDPI / ByeDPI / ByeByeDPI / Zapret (not VPN, site-unblock-only)
- Local tools that “break” DPI on the device or router so blocked sites open directly without a VPN tunnel.
- GoodbyeDPI — Windows.
- ByeByeDPI — Android (via VpnService but without encryption or IP change).
- Zapret — installed on the router, unblocks sites for the whole LAN.
- Status: works for site access, but no privacy, no foreign IP.

5. Recommendation
For minimum effort: install AmneziaVPN (free or Premium) and use AmneziaWG 2.0 (default) or XRay VLESS Reality (alternative in the same client). The app deploys the protocol on your own VPS in one click; server bootstrap takes ~5 minutes (you need IP, SSH login, password for a foreign VPS).
For maximum resilience: hand-roll XRay VLESS Reality on a foreign VPS (setup guide in the Amnezia Habr article — see sources). This is the same technology that bypasses the Great Firewall of China.
For quick site unblock without privacy needs: on Android use ByeByeDPI, on Windows use GoodbyeDPI.
Hard “do not” list:
- Do not buy commercial VPN subscriptions (Nord / Express / Proton) — IPs in the Roskomnadzor blacklist, Russian-card payment directly impossible.
- Do not use free VPNs from the App Store — most harvest logs and traffic.
- Do not rely on “any VPN” in whitelist mode — nothing works there; only Wi-Fi from a wired ISP without a whitelist policy.
6. Unknowns and risks
- Regional instability: T-Mobile inherits the regional TSPU configuration of the base carrier. Moscow and Saint Petersburg have softer blocking; regions (especially border ones) have harder blocking. What worked yesterday can be blocked today.
- Blocking waves: Roskomnadzor runs waves every few months. Even protocols that work may become temporarily unreachable for 1–7 days after a wave.
- Whitelists are unpredictable: activated suddenly in individual regions, usually during UAV-threat periods. No stable workaround except switching to Wi-Fi whose provider does not enforce whitelists (often wired home ISP).
- DPI evolves: even AmneziaWG 2.0 and VLESS Reality may be weakened over time. The cat-and-mouse game continues.
- Legal risk (minimal but real): under Federal Law 406-FZ (in force since 2024-03-01), publishing instructions for circumventing blocks is restricted. End users of VPNs are not prosecuted, but information sources like Amnezia.org / Habr posts on the topic are themselves blocked by some ISPs.
- Trust in commercial VPN providers: most log traffic. Self-hosted on your own VPS is the only path to guaranteed privacy.
- iOS App Store: since July 2024 VPN apps are mass-removed from the Russian App Store segment. On iPhone it is necessary to either change Apple ID region, install via TestFlight, or use a web profile.
